Foundation launch Call for Development - Web Portal module

As you can guess, Dolibarr foundation uses Dolibarr ERP CRM as its main software to manage subscribers, web sites, and so many others things.

In the Dolibarr Foundation status the foundation goal is to promote Dolibarr but not manage feature implementation, except for one case, if the feature is needed by the foundation itself.

This is the case for this feature, Web Portal, to help the foundation to manage Partnership with a Web Portal, but that can be extends to manage thirdparties Web Portal. Specifications of the expected development is defined on this wiki page.
