We are looking for a (South Africa) specific accounting and finance module similar to sage accounting to implement in Dolibarr.
is this possible or would we have to employ a developer to implement this?

What’s wrong with the generic double accounting module ? It seems ok for most countries including south africa. Wich feature do you miss ?
