Sorry for the basic question, but how can i define a supervisor of a group? Also, is it possible to set the supervisor of a group to be a tag (that i can (re)associate at any time with other user)?
Or more simple: how can i create a hierarchy of management of user groups?

That is a really good question, and I am afraid that the answer is that it seems like you can not do that (based on my version 18.0.5), it seems like you need to do it on an per user basis.
I can see the value of setting the supervisor for a whole group, and I can also see the value of setting the supervisor to a group or tag, so I will suggest that you make a feature request at github Issues · Dolibarr/dolibarr · GitHub
