Error when adding VAT rate

Using my Dolibarr Financial modules

Hello,
I get an error when adding a new VAT rate:

VAT rates error

How can I solve this?
Dolibarr version 13.0.3

Can you pl check the new record is same as the existing one with note UAE Zero-Rated…?

Thanks for the reply. I started adding the first two VAT rates i.e UAE zero-rated & UAE Standard Rate. When I started entering the third rate with note UAE tax exempt and rate as 0 as shown in the picture I get that error message popping-up - “Record already exists”.

I think its a bug, you can’t add two VAT rates with the same rate example in this case if two rates are zero then it does not allow. If I change the rate for the 3rd one to 1, it allows then.

Also If I edit any of the rates I get this error:
