I am using V16.0.3, but I can not find supplier contracts/recurring invoice.
In changelog it was mentioned for V16, support for supplier recurring invoice. But I can only see customer recurring invoice.
Is this available in V16 or need to upgrade to latest?

You should upgrade gradually to v 19 when it is released.
Only extrafield propagation will be missing(it has been implemented but not in time before feature freeze for 19)
