The cause of the problem has been found, in the installation directory: htdocs/install, the step3.php is missing, it will automatically jump to 503 error and not execute step4.php, resulting in the inability to set the login user and password. The solution is: when the 503 error page appears, change the installation file in the browser to step4.php
