Why is child warehouse always given priority when creating shipments?

The subject line says it. When I have the same product in a parent and a child warehouse and I create a shipment, even when I select to use the parent warehouse for this shipment, the stock from the child warehouse is always used first and only when this stock is depleted, the parent warehouse that I selected is used. What is the reasoning behind it? Is there a way to change it?
